No orbital ECs in AlphaMod

This mutator for AlphaMod gets rid of EC and Trade orbital deposit spawns (except those in home systems), instead increasing the number of natural fuels and actinides spawns in the galaxy. Trade Value can only be produced, not mined.

Two new starbase buildings and one new starbase module are included for converting fuel sources into energy credits. Further, outposts have one module slot unlocked as well as one building slot.

The following vanilla files are over-ridden:
common/deposits/01_orbital_deposits.txt
common/ship_sizes/00_starbases.txt
