Crime Rebalance Mod

The goal of this mod is to make crime a more relevant mechanic for regular empires and to improve the experience of playing both as, and against a criminal syndicate. This is intended to feel fair even in a multiplayer game. Feedback on this is very welcome, I intend to update the mod in the future.

Key points :

– Greatly scaled down all crime generation and suppression values. Crime will no longer swing wildly between 0 and 100% with only two buildings. This means criminal branch offices will not be shut down as easily, but will not reach high crime as easily either.
– Added a new Emergency Responder job to replace some of the enforcers from precinct houses and hall of judgement. They provide a small amount of research and amenities. Think of these guys are your firefighters, paramedics, field engineers and epidemiologists. This should help prevent AI from crippling itself too much by building too many precincts everywhere, while also lowering their efficiency in the anti-crime department.
– Criminal jobs now have more of an impact, with -2 trade value, -2 amenities and -1 stability, and there can now be up to 6 on a planet.
– Branch office building slots unlock every 20 pops instead of 25, to follow planet building slots more closely.
