You will still need the (-(CP: New Ship Classes – Improved Ship Battles)-)
The only issue you might have is with the Frontier Outposts ‘s HP and Armor stats might be set to NCS 5 and not Improved Border System , which are larger values.
Frontier Outposts should be-
5,000 hp
100 armor
if not , let me know….it just means the CP: New Ship Classes – Improved Ship Battles is loading before my patch. Which i will fix.
