1 Builder – Cost = 3 (Energy 5% , Minerals 10% , Food 5%)
2 Very Rapid Breeders – Cost = 3 ( Population growth 25%)
3 Very Slow Breeders – Cost = -3 ( Population growth -25%)
4 Highly Intelligent – Cost = 3 (Research
