Changes the AI policy so that Xenophiles, Fanatic Xenophiles, Pacifists and Fanatic Pacifists can also grant full rights to synths, as well as Materialists and Fanatic Materialists.

Xenophobes, Fanatic Xenophobes, Spiritualists and Fanatic Spiritualists cannot.

Also changes when the policy option is unlocked to the basic Robots tech, so that possible early immigration of synths can be catered for.
