Finding the Horizon Signal for Stellaris

I must admit that I am quite perplexed that no one has posted a similar mod that I’ve found.

This mod increases the odds of the Horizon Signal event so that anyone looking for it won’t have to spam back and forth with science ships to do so.

Modifies 00_on_actions.txt and will not be compatable with anything else modding this file.
