Here’s my take on a mod to reduce fleet sizes in the end game:

Ship build time+cost+upkeep * 4
Ship hp+shields * 4
Ship damage * 4
Fleet-Caps / 4

Bombardment-Values adjusted accordingly
Fleet-Power calculation factors adjusted accordingly

No Rebalance/Redesign

All tactics, events and triggers should work like they worked before, because this mod only changes the cap and the amount of ships. Your fleet power at any given point of time should stay unchanged. You can even keep spamming naked corvettes, because everything is just scaled by a factor of 4.
