Galactic Community++ Mod

I have been extremely excited about the galactic community from day one, i love the feature and i try to achieve a certain political state every game. One of my favourite quotes sums it up perfectly:

While it has been very fun so far, i have two main issues with this system.

  1. A large part of the political power stems from fleet power and by the time my fleet is big enough to have a say in the galactic community, the buffs to my empire are nice to have and it might be fun to debuff some of the other empires, but it doesn’t really feel as if you are the de facto all mighty ruler of the galaxy, because:
  2. The senate can be sooooo slow, which hurts if you are powerful (because you can’t push those resolutions fast enough) and makes it – in my opinion – too easy to stall if you are not (because you can just keep proposing sanctions to avoid the resolutions you don’t want to pass)

There are mods that speed up the senate, some seem to powerful while others are just right (for my taste), however none of them expand on the available resolutions so i decided to make my own.

Buff the galactic community, provide more ways to specialise your empire and to harm other empires by passing resolutions that overall have a negative effect on their empire.

Add additional effects to the new resolutions

Right now they just buff numbers (e.g. 140 % diplo weight economy instead of 100 %) which is strong but doesn’t feel exciting

One additional Sanction in each category

Buff the sanctions and make abiding the galactic law more important

Increase the diplomatic weight of galactic council members (2x your political power)

Make it easer for the galactic council to win votes even if outnumbered

Reduce the voting time to 100 days (without changing the recess time)

Speed up the pace of the galactic community without overdoing it, by only changing the voting time the immediate impact is reduced and emergency resolutions by the galactic council are buffed (since they skip the recession and go straight tot he voting phase)

Add additional categories/resolution trees

Make use of the faster pace in which resolutions are passed, provide more means to specialise your empire in correlation to galactic law

Reduce the cooldown for proposing resolutions of the same category

Accomodate the overall faster pace

Reduce the cooldown for changing your vote

Make it possible to change your vote during the voting process, as is possible with vanilla stats

Reduce the cooldown of using your veto

Accomodate the overall faster pace and further increase the power level of the senate

Reduce diplomatic value of favors in trade deals

Fix favor spam (see comments and changelog), favors can now still be used to gain some additional weight but it won’t be possible to trade them for an abundance of free monthly ressources
