Makes Dynamic core igniter and Atmospheric Purifier much more expensive.

Removes ability to terraform Toxic/Hothouse worlds. Now Atmospheric purifier will be required, even with terraforming cadidate modifier.

Foggy worlds can only terraform into Continental, Arid or Desert.

Lifeless habitable worlds can only terraform into Desert, Tundra, or Atacama.

Macroatmospheric Stabilizer is now ungodly expensive. I mean jesus how easy do you think it is to stabilize the atmosphere of a gas giant?
