Genocidals Can Join the Galactic Community

In vanilla, genocidals (swarms, exterminators, and purifiers) cannot join the Galactic Community. That… honestly makes perfect sense. And it doesn’t matter too much, since outside of GTOS the Galactic Community doesn’t matter much. However, with Galactic Community Expanded, the GC is *much* more muscular, and it seems unfair to not let genocidals get in on the action. That being said, they’re still not OK with normal diplomacy, so exterminators can only join when there are no non-machine/synthetic empires in the GC, swarms can only join if there are no non-swarm empires in the GC, and purifiers can only join when there are no non-purifier empires in the GC. In practice, this will usually occur when the genocidal is the last empire left anyways, but if you want to create an all machine or purifier or swarm galaxy and use the GC from the beginning, you can.

This mod was designed with Galactic Community Expanded in mind, but does not require it.

Compatibility: Overwrites the scripted_triggers “can_join_galactic_community,” “can_join_council,” and “has_market_access.” I expect this to break briefly when 3.0 comes out, since Become the Crisis empires are banned from the GC.
