Otter Editor’s Dynamic Mod Menu Add-on

This Mod does two simple things;

-Hides and Un-hides the Otter Editor Decision
-Opens the Otter Leader Editor

Could you do both things before yes, but hey now you don’t have to used the CC to hide the decision nor select a pesky planet to edit your leaders. (Yes, This mod is mostly pointless)
