A revival of my old mod .
Psionically-ascended empires with appropriate ethics gain access to an edict that allows to sacrifice a planet worth of pop in exchange for summoning a school of psionic avatars – one for every 30 non-mechanical pops. Or, if there aren’t enough sacrificial pops, gain some zro and research points instead.
Sacrificial summoning is not available to xenophile, fanatic xenophile or fanatic pacifist empires. Some degree of authoritarian ethic is required to sacrifice planet with pops of empire’s founder species living on them.
