Rare Heirs Stellaris

A small mod that tries to make succession wars a bit more probable by changing the chance of a new heir being born from 5%/day to 0,05%/day. This usually results a new heir being born after few years instead of few months. Sometimes even 10+ years. Also I’d like to make the chance smaller but either Stellaris does not accept numbers that are under 0,05% into the new heir chance or I’m exceptionally unlucky >:(
