Happy pops reduce unrest by 2 at maximum (from 5)
Faction happiness to be content is 45% (up from 40%)
Governments – Civics:
Philosopher King increases ruler skill levels by 2, and leader skill levels by 1 (previously just 2 ruler skill levels)
Police State now reduces unrest by 25 (from 20)
Warrior Culture now increases army damage by 25%, and reduces army upkeep by 33% (previusly increased army damage by 20%, and reduced army upkeep by 20%)
Shadow Council reduces election influence cost by 66% (from 50%)
Strength of Legions now increases army damage by 25%, and reduces army upkeep by 33% (previously increased army damage by 20%, and reduced army upkeep by 20%)
Species Rights:
Chemical Bliss living standard now adds 1 consumer goods (down from 3)
Utopian living standard now adds 2.5 consumer goods, and increases happiness by 15% (up from 2 consumer goods, down from 20% happiness)

Dynamic Ecomorphism increases habitability by 5% (down from 10%)

Adopting Harmony traditions now increases happiness by 5% (down from 10%)
The Greater Good now reduces unrest by 10 (down from 20)
Bulwark of Harmony now increases ship fire rate by 10% when in home territory (down from 15%)
